The
Allen Soil and Water
Conservation District recently began working on Conservation Works of
Improvement Projects (CWI) otherwise known as Senate Bill 160
projects.
This process was created in 1969 by the
State Legislature to allow the local Soil and Water Districts to work
on group
drainage projects, similar to the County petition process. (See Ohio
Revised Code, Title
XV, Section
1515, Section 1515.18 for more details)In the past, the SWCD worked on Mutual Agreements, where all the landowners were in favor of the work to be done. Under the CWI program, a project can be completed if three basic principles are met. The project must be needed, it must be conducive to the public welfare and the benefits must exceed the costs. The local Board of Supervisors serve as the elected government body to determine if the above factors are met and to conduct the hearings for public input. After holding the required hearings, the Supervisors certify the project to the County Commissioners for their approval. If accepted by the County Commissioners, the project is advertised for bids and construction is underway |
